Yeah it was true, the idea of Tempest being Luna and Celestia brother was part of the plot back when Sony Pictures was developing the film with Hasbro, but when Sony and Hasbro parted ways Tempest became into her own character unrelated to Luna and Celestia
He could have been like Lord Shen from KFP2 mixed with Loki and Tempest herself.

If that’s true then good on Sony ( I feel dirty saying that) I’m not necessarily opposed to the idea of a sibling, but celestia already had an evil sibling in nightmare moon , and just adding another one would feel like we’ve done this all before
