Well, it depends.

The pond apparently create sensible and entirely independent clones, whereas Discord’s normal ability create completelly dependent and controllable - not to mention, temporaly - clones.

Discord can create puppet clones for his own benefit, but the pond clones become their own being, which is arguably worse, since the original Discord barely has some restrain, but the clones………. well, they certainly would make some mess.
