That is true for classical physics. Classical physics works under the premise that if you can just measure something well enough, you can reduce the uncertainty as much as you’d like.
However, the atomic model has some weird characteristics (namely: it’s stable) that do not line up with classical physics (if you want to know: it should constantly emit radiation and the electrons should fall into the core). The solution found was to drop this premise I mentioned. Now, Energy was not continuous, but can only be added or removed in tiny, yet clearly defined ammounts. That ammount is known as a quantum. And thus quantum mechanics was born, a theory that does not support this notion you brought forth, known as determinism.

Well, depends. Turbulence, uncertainty, and noncomputability might all fall under the aegis of physics topics that involve chaos.
Of course if she’s referring to chaos as some sort of fantasy concept opposed to all patterns, then, well, who knows.
