Perhaps she found a way around that. Not entirely sure, but S9 seemed to hint towards that, anyway, that she found a way to use magic with more finesse.

Ponies effectively did conquer the world. Twilight just went for the diplomatic victory instead of military.

Tempest could use her research about the weaknesses of others and come up with ways to help patch up those weaknesses.

I thought Tempest couldn’t do any simple unicorn things like that.

…Ponies really could conquer the world, especially considering at least some of the world doesn’t even know they or alicorns exist in the first place.
 
This is a mindset that’s fun to see, being ready to deal with them in such a fashion… should the need arise. I’d wonder if Shining Armor would be a bit impressed by her displaying this mindset, actually.
 
Also impressive that she’s using her magic to write and hold a notepad. Guess that’s a carryover from her contributing to that group shield.

Tempest you keep around to be like your Witcher. Not a bad person, but knows how to kil-well…neutralize everything, and will learn how to neutralize something she doesn’t know how to neutralize yet.
 
I bet she did a lot of research to set up those Princess neutralizing rocks in the movie. She’s basically like a witcher.
