My guess is that, at the time Kreoss made the comment, he was making his statement based on the fact that Derpy was left in the remainder of the season 2 episodes. He couldn’t know at the time that Derpy would be forbidden from (or edited out of?) season 3.
One of many reasons this season doesn’t hold a candle to the second.

I thought we already got over misblaming her.
That info was based on a dubious Reddit post that put public information in the worst light. This particular part may or may not turn out to be true.
We won’t know for sure that she’s been banned completely until Season 4 actually airs.
