I’d say it doesn’t answer where Hippogriffs as a species/race originated but rather were the Seaponies did, making one of them a temporary situation and the other still vague.
Still, it’s something world building wise.
As for the toy, kinda sad the gimmick limits the articulation.
I’d love to have a few of these with some posability beyond what their molded in, but what can you do?

They are traditionally half-breeds of horses and griffons, which is highly, highly relevant to a lot of headcanons here.
That question wasn’t asked of griffons, dogs, dragons, fawns, hedgehogs, parrots, cats, et cetera, what exactly makes hippogriffs unique?
Additionally, more hippogriff backstory will definitely be present in The Movie, so there’s no need to worry. ^_^
I’m pretty sure his foreclaws snap shut when you pull a trigger or push a button somewhere on him, hence the lack of knee joints. His wings may flap too. It looks like there’s a trigger built into his tail (which is shaped like a handle already).

Well, half the conversation going on here is about hippogriff origins, and we’ve been given the answer already.

It’s entirely possible they are halfbreeds, but not sterile and capable of reproduction of their own race.
Off shoot tribe that keeps to their own would answer why they aren’t present anywhere else.
