Possible back story about why Celestia recognises Smarty:
Smarty once belonged to Cadance and was seen by Celestia or was given to Cadance by Celestia. Smarty was then passed to Twilight by Cadance.
Or… Smarty Pants is based on a real pony, one who used to be a protege/friend of Celestia who’s now probably passed away. It would explain the sad, nostalgic tears.
