I think the name raspberry refers more to the sound than the action.
The real question is what separates belly raspberries and elbow farts besides the part of the body you put your mouth on?

I know it by both names really, but raspberry was what came to mind first is all, for me it’s more how you state it. “blow a raspberry” is sticking your tongue out and blowing.
“give a raspberry” is blowing against someone’s tummy.

It’s interesting. People refer to the action depicted in this picture as giving a raspberry, but I always thought a raspberry was just sticking your tongue out and blowing. Blowing against someone’s tummy or skin like this is a zerbert, as popularized by the Cosby Show:
