They obviously wanted all of the Shadowbolts to be original characters and direct counterparts to the Mane 6. It’s why they created Sunny Flare instead of just having Suri take over her role.
Look at the movie and compare both. Lightning Dust nearly hurts Dash’s friends with that tornado, Zap tries to save Rarity from a Equestria portal, instead of doing nothing.
Yes, because maintaining realistic skin/hair colors has totally mattered to the character designers. Seriously, Zap has almost the same hairstyle, almost the same personality, and has the role of the ‘Rainbow Dash’ of the Shadowbolts, and they were already humanizing several pony designs for the background ’Bolts, so why not just use Dust and save a few bucks on character design?
Maybe her voice actress was unavailible?
I don’t know, but Indigo looks more like a human for the skin.
