Starlight Glimmer is chaotic good, because she thinks it is for the good and she breaks the laws if it is needed to do what she want to.

I personalty think that If one tried to be good ( despite failing CONSTANTLY ) that they would count as Chaotic good. Maybe once his motives change from “I NEED LOVE AND FRIENDSHIP SO I’LL DO IT!!’ to, “ It’s the right thing to do!” He’ll finally become chaotic good
After Tirek, Discord definately does feel guilt for what he did, just like Luna. He’s not the same guy as he was before Tirek.
Also, Pinkie has actually been overpowered a number of times by magic, so yes, Twilight would beat her in an actual fight.
Finally, regarding Celestia, while motives vs means can often be argued from what the show has shown us, they can’t here. Her manipulations extend to lovingly prepaaring Twilight for a future role she has no problem with, sending her to a place she didn’t want to go to stop eternal night, and giving her the means to become an alicorn via her own merits. She’s not a well-intentioned extremist, to borrow a tvtropes term. Celestia is a solidly good character on the spectrum.
I mean, she’s practically the exemplar of Chaotic Good.
I don’t know where Luna being neutral comes from, though. Luna has good intentions, and unlike Celestia, does not seem to be extremely manipulative (Celestia gets Neutral rather than Good because Celestia is much more ruthless than she looks; her goals are always good ones, but the way she achieves them is questionable.) I’ll grant that the existence of Nightmare Moon, who selfishly wanted to do something that would have wiped out life on Equestria and who tried to kill her sister because ponies, being diurnal creatures, like sun better, indicates Luna has a strong dark side (no pun intended), but if Discord gets to be Chaotic Neutral because he reformed… well, Luna’s reformation from Nightmare Moon is a lot more thorough and a lot more sincere. (Don’t get me wrong, I believe Discord is sincerely trying to be better than he used to be, but his motives aren’t guilt, they’re loneliness and a desire for friendship. Luna feels guilt.)
I guess if you’re only working with Princesses and high-level creatures like that, and you’ve got to find a place for all of them, Luna’s the only one you could even pretend is True Neutral, but honestly I don’t think there are any True Neutral characters in MLP. Maybe the Flim Flam Brothers, who are happy to make money legally through genuine hard work in creating inventions, and are equally happy to make money by cheating. Or Trixie, who sees no problem with outrageous, self-aggrandizing lies, but did in fact try to save the town from the Ursa, albeit she failed miserably. You need a character who’s equally likely to do good or bad, and equally likely to play within the rules or break them. Maybe the Smooze.
In order for Discord to be chaotic good he has to, you know, actually do something good for someone.
