Seems like it’s more he’s a reference to all of the Doctors rolled into one rather than just one specific one. From the Third Doctor Stuck on Earth, Tenth’s catchphrase, Fourth’s Scarf, the general mannerisms, the creative streak, the “traumatic experience as a child”, etc.
He just changed the Desktop theme.
He made some reference to Doctor Who (4th doctor scarf and ALLONS Y) but i like the idea that he is an inventor rather than a Time Lord.Fortunatley,no reference to time travel
