Uh yeah he was. Dude brought chaos and madness to everypony. Not only that he made the mane six the worst versions of themselves by bringing out their worst traits
I don’t know if Jack Spicer counts, since he basically wants to be evil no matter what.
Although, there’s the speculation on him staying evil out of fear of failing at being good.
Probably also Jack Spicer, especially since they have similar personalities.

That actually was the reason for this crossover team up. They become reformed, had a brief relapse (as you said), and then redeemed themselves later and became good again. :)
