In English, you can’t omit the noun if you’re using the particle “a”, since “a” implies a noun will follow. I don’t believe there are any exceptions to that rule.
 
Therefore, the sentence “this candy is a tasty candy” is correct (though it’s a little stilted) and the sentence “this candy is tasty” is correct, but the sentence “this candy is a tasty” is incorrect.
