It’s just in a ceasefire so every South Korean adult men must serve military service about 2 years to protect country from North Korean’s provokes
 
and blues is not a reserve force. he’s a servic eman on active duty

If you visit the picture’s blog post (and maybe want to translate it), be sure to open your browser’s developer tools (with F12, or Ctrl-Shift-I or whatever) and paste this in the console:

Perhaps he’s in of the Army Reserve of Korea?
 
But yes, there are no active wars going on, so soldiers would do things like discipline training, marching drills and all things calm. I was a former cadet, so I know the feeling(not in war that is, just army exercises for me).
