Apparently the Doctor is using that Timey-Wimey device to keep Derpy’s mind from being assimilated to one of the Cyberponies, forcin them to increase the machines power. And knowing the pic that followed this one, looks like evrything blew up.
Those are Cybermats; they act like reconnaissance devices for the Cyberman. They’ve been around since “Tomb of the Cybermen”.
