Kind of. In season 3, Magic Duel, we see that Zecora is training Twilight to levitate globes of water while keeping herself levitated on the water’s surface. We also see in season 1, Winter Wrapup, Twilight is terrible at ice skating. Here, I am embracing the fact that Twilight has grown exceptionally, and combining her magic with her own growth and the lessons from her friends, is able to “skate” on water.
