Yeah, I used just a small blur on the mane and tail, then I copied and pasted another mane/tail over the first. Then I lower it on the layer, blur it a bit more, then position it a little below and to the right of the original mane/tail.

I somehow need to learn how to change color of black lines in lineart since this is one of the biggest problems in my version of this picture
 
btw you used blur on her mane edges?
