You know what, I don’t care what size of breasts girls had. The fact is some sometimes the largest or smallest ones aren’t always the best for various reasons I don’t need to explain.

Look any ancient culture… they always had idols of large-breasted women as signs of mothers and fertility. Large breasts means more food for their children, and large hips means better for giving birth (I think). Going by the motherly nature of Fluttershy that’s been mentioned many times before… this is really the natural result.

Look around on the internet a bit, you’ll probably find something. A lot of artists seem to be male, so they’ll obviously have that part of their mind always nagging at them unless they make something similar to this.

I believe it’s because it adds more fuel to Fluttershy’s signs fertility.
 
She appeals to most straight men because of her very docile, very feminine, very sweet, very maternal attitude. Large breasts are sorta there to “complete the set” if you will.

Ah, still. Her actions are driven by her personality, which is motherly. The artists draw her with a ‘motherly’ body to help bring this forth. I’m not saying it’s her body that makes her so, it’s her (and the artist) that makes her body so.

You don’t need to be a mother to have large breasts, either.  
Artists have a tendency to use personality when drawing a character. Motherly tends to get larger breasts and/or hips, for example. It’s not an “always do it” thing, it’s just what most people do.

And that’s the thing about being motherly, you can have traits befitting of a mother (kind, caring and strict) without actually being one.

It’s less the shyness and more the motherly side of her. She’s caring and can (when needed) be very strict, though is otherwise extremely kind. Motherly figures typically are thought of as having large breasts, and then a bit of the male part of us sneaks in too and makes ’em just a little more.

^It only makes sense because people want it to. She is shy, but that doesn’t mean she has to have big boobs, especially when her shyness isn’t related to her looks at all.

Hey, it makes sense if you think about it. It’s a personality trait thing. Sure, flat Shy can work, but it just makes more sense to a lot of people for her to have giant breasts.
