Mars is better. Naturally occurring water ice in large quantities, nitrates, you can do electrolysis on the water, get hydrogen, then use a sabetier reaction with atmospheric Co2 to make CH4 and liquid O2 fuel/oxidizer, as well as breathing oxygen, and it even probably has a pretty decent range of ores for a large-scale self-sufficient colony - it even has nearly 24-hour days. The moon has none of that. It doesn’t even look that different from, say, the south Utah desert.
