So, this could mean that this story took place a year after Nightmare Moon’s exile and sometime after the Wonderbolts were founded that same year.
Or the line on the next page about dreams transcending time and space.
Probably just a case of “writer forgot the canon”, but if I were to spin it, the dreamer could be General Firefly, who already has a dream of creating the Wonderbolts someday.

Probably more than a year. They were founded on the celebration of the First Celestial Year of Peace, and since Celestia needed to create the Guard to fill in for Luna, it may have been a while before Equestria got a full year of peace.
Maybe time moves differently on the moon so enough time has passed for the post banishment founding of them to have come into effect? And that’s why they had to lasso the moon, to make the time cycles sync up?
Nice catch. They were founded a year after her banishment.
Perhaps Luna took some time to re-materialize on the moon.
