Long ago, there was a kindly doctor named Moreau, who helped all the animals become smarter, until some bad animals led by Count Dracula put him into the House of Pain and made him jump around. Some of the animals found an Oingo Boingo record and realized they should no spill blood, while some of the other animal people questioned if they were men and formed a new wave band instead and wore flowerpots on their head. Eventually the horse people were like “no sir, we don’t like it” and sailed across the seas to a new land called Equestria.

There was a similar situation in the series “Talespin”, there were “dumb” wild animals and “clever” civilised ones.

The style’s a bit different. A lot’s expressed via the eyes: little black beady eyes means much less going on between the ears as far as I can tell.
 
My take is that some MLP creatures are magical talking folks with culture and cupcakes, but others just didn’t get hit by the Original Magical Accident that Explains It All.
 
No idea how Fluttershy’s ability works with them though. Maybe they understand her just fine, and she’s just very good at understanding a wide variety of animal body language.

Really not sure where goats are supposed to fall on the intelligence rating in this show. Clearly they’re sapient, because of all of those goats working for Iron Will as assistants, been then there’s stuff like this where Fluttershy is treating them like animals.
