And they were never going to follow her again, so what good would taking their cutie marks do other than weakening them? Where would she even keep their cutie marks if she took them? She couldn’t use these ponies any more, and she has no conscience, so why wouldn’t she kill them?

Certainly not the human world, even without magic she’d be too dangerous for its people. Especially if she tried to pursue her agenda again via mundane means, such as mind-altering chemcicals.
Perhaps if somepony else were to learn how she does her little trick, she could be given a truly fitting punishment: The confiscation of her own cutie mark, separating her from the things which make her such a menace.

Well, the American definition of treason is very limited. It’s defined by the Constitution to only include two things: waging war on the U.S. and giving material aid to its declared enemies. Most monarchies, on the other hand, also consider the attempted murder of the head of state to be treason, and a number of them include lesser crimes as well. (True story: four Swedish teenagers were convicted of treason in 2001 for throwing a cake at the king. They were fined $370 for it.)

It does have “assault on a head of state”. I’ve never seen the FBI use “treason” in a wanted poster, either that or an unfortunate oversight.
Not really much different from the sound effect when the unmarking spell was first cast.
Also even if we assume it was another cutie mark removal spell (unlikely but arguable) it was only luck the ponies giving chase didn’t fall to their deaths into the chasm when Starlight broked the bridge.
Didn’t it have a Dalek/laser sound effect? So it was deadly.

The spell that Starlight aimed at the 4 ponies before Twilight blocked it. It seemed like a pretty powerful laser spell meant to kill.
It was pretty clear that she intended to kill the ponies in the mountains after they got the mane six’s cutie marks back.
The last blast near the end that Twi blocked.
