According to Tro’s Chemistry: A Molecular Approach 1/E vanadium may have played the same role in many prehistoric creatures’ blood that iron does in ours today: oxygen transport! Although most creatures that had vanadium in their blood have gone extinct, a few odd ones here and there still remain, like sea cucumbers.
Because most elements low on the periodic table are highly unstable due to their electron configuration. Elements with one electron in their outer energy shell will almost instantly react with anything that imparts energy to them. Elements with full shells of 8 electrons like noble gases do not react with anything.
