Well Horus wasn’t the same strength as the Emperor. The Emperor could have one-shorted him as soon as he entered the room but he didn’t because he didn’t want to kill his SON. He only killed Horus in the end when he saw how far he had fallen and even then it must of been hard for him.
The Alpha Legion aren’t the only ones. The Emperor’s children still use it out of irony

I was delighted… if only for a little bit… when Celestia pulled the bait and switch with Tirek and smirked in his face the way Skipio Africanus smirked at the formidable Hannibal of Carthage when he drew him into a trap that HANNIBAL had invented…

This sounds a thousand times more interesting than what we actually got.

My interpretation of Celestia is influenced largely by what little we saw in Season 1 and my own boundless imagination.
I interpreted her to be a sort of demigoddess. Immortal, powerful, but Earthbound and not omnipotent. She channels the power of the sun as much as directs it.
Everfree Forest, as a whole, was the site of a long battle between her and her sister. Where so much raw force was thrown around that the fundamental laws of reality had broken down, leaving it wild, untamable and utterly inhospitable to ponykind.
Further, she came off as a strategist at heart. Someone who saw the long-game and planned accordingly.
She couldn’t bring herself to kill her sister, but she knew she could not cleanse the darkness from her without total control of the elements of harmony, thus, she settled for exiling her sister instead, until she could arrange redemption.
‘The Stars shall aid in her escape’.
Who, at that point, had dominion over the night sky? Not Luna. T’was Celestia still.
Nightmare Moon escaped because Celestia allowed it, because she had arranged the pieces well in advance. As the center of government, it stands to reason that she would be aware of census changes. Such as Cutie Mark appearances.
Celestia played then, off Twilight’s obsessive nature and spurred her to action, which she knew would draw others.
Long story short, she arranged a long-play gambit in order to save her sister and restore balance.
Yet at the same time, in spite of her strategic intellect, we see that she has a much more light-hearted nature to her. Arranging things so Twilight runs aground of lessons she needs in order to greater understand the inherent magic of friendship, knowing experience to be the best teacher.
Methinks that the release of Nightmare Moon and her subsequent redemption was when Celestia proverbially ‘let down her hair’ around her subjects, playing little pranks and arranging for the Grand Galloping Gala to be stirred up a little.

So you’re saying the idea of Celestia is more appealing that what she actually is?
Sounds like you have something in common with a certain galaxy-spanning human society and their leader.
I’m convinced that is really the best way to think about Celestia.

I think this comparison just got shot in the head with a heavy bolter and stepped on by The Man himself.
