Whoa there, friend. You might need to slow down. A little bit TOO aggressively costed for instant speed discard + sac, don’t ya think? Perhaps it would work better as a sorcery? Or dare I say, even some kind of enchantment with an effect that can be activated whenever you like? For the right mana cost, of course.

On top of the already mentioned points it also hits creatures with indestructible and hexproof. The only issue with it is that the opponent gets to choose what they sac. If they’re playing devotion they’re likely to sac everything else before their god.

Temporal Physicist
Diabolic Edict was 1B and had the first effect, but I’m pretty sure it was only Sorcery speed. Horrifying Revelation costs B and does both the second effect and mills one, also at Sorcery speed.
 
So if you want it to be an Instant, you better add 2 to its mana cost. Sorcery would still make it an excellent card.
