Well, considering how busy Celestia is, and the fact Twilight doesn’t keep in contact with her, nor can summon her to Ponyville, it’s hard to say if Sweetie ever would’ve met her.
“Befriended” might be a stretch.
I admit, a bit of headcanon was informing my post.
It’s just that I assumed Sweetie would have befriended Celestia by this age thanks to her friendship with Twilight.

I don’t think she’s ever met Celestia, (or at least in the show, I think they were in the same comic issue before though at the end of the “Return of Queen Chrysalis” comic arc) but she has met Luna in “For Whom the Sweetie Belle Toils.”
