Either Celestia is incapable of defeating her enemies because she’s not strong enough, or she’s incapable of defeating her enemies because she’s “afraid” of collateral damage, hurting those she loves, or whathaveyou. The end result is the same.
Failing to defeat an enemy from lack of effort is hardly any better than simply being overpowered.
