May be different creators. I imagine more than one corporation exists that create cheap ripoffs using stolen assets.
[EDIT] And on the note of using the name of the franchise they ripoff: I imagine they manage to find ways to fool toy sellers, and I imagine they must be even more short-lived than the ripoffs that try modified titles.
