I wasn’t even convinced that Celestia was actually really there the first time I watched it until Twilight arrived back in Ponyville and Celestia was with her. I thought it was like that thing with Dumbledore in the last Harry Potter book (except that Celestia wasn’t dead, obviously).
Celestia exclusively says that she did little more than watch Twilight’s “ascension”. It’s more of an act that occurs once she did what she needed to do.
If Celestia was capable of just making ANYPONY an alicorn, why the hell would she solely do this sort of thing for Twilight, as opposed to every “gifted student” in her school? She can CHOOSE who to raise as a pupil, after all, but surely there’s others with magic like Twilight Sparkle SOMEWHERE in all of Equestria.
