Kinda. Copyright is complicated. The authors do what they can to keep it in the grey zone and below Hasbro’s radar. They don’t use the characters’ real names or their cutiemarks (a real shame imho) and do these limited print runs rather than having it available in a web shop. There’s always the risk that a project like this gets too popular and thus starts drawing unwanted attention.
