He uses it as an ironic expression of his unique status in a pony-dominated society. By applying a dragon facade, he’s respecting his origins, while at the same time using the hoodie/costume’s nature as a disguise (an image used to conceal something different) to subtly indicate that the wearer beneath it is not so much a dragon as a pony masking himself as a dragon.

Or he just thought it’d be a cool idea.
