You’re speculating as much as I am. We never actually see whether High Heel is dead or not, so we can’t say for certain either way, we can only infer. That being said, we’ve already seen ponies taking worse and surviving. Whether we could survive a punch like that is irrelevant, aside from the fact that @Background Pony #4465 ‘s right; these are fictional characters in an already fictional universe.
In any case, the point of the recurring dialogue said by no one else but one character is to establish that character x and only character x will say y. If you ever see y being said, it’s probably being said by character x. From that, we can assume that the last bit of dialogue towards the end of the comic is a cue that High Heel is still in a state to speak. Maybe she’s not well, but she’s alive. Probably. All speculation.
Now stop it. It’s bad enough to be arguing about fictional horses, how much more fictional fictional horses? This isn’t my kind of life.
I know. I’m just still confused as to how a bit of dialogue stating the name of an evil legion as chosen by a villain is evidence that said villain is still alive and well after taking a fatal blow from the pony equivalent to Bruce Banner!

well yes, but having a knowledge of chemistry to make biological weapons is something akin to a power like a character having advanced technology as its still kind of Sci-fi.
High heel and pharoah come off less impressive than him due to that.

Really, it seems like out of all of them, Smudge and Mane-iac are the only ones with actual superpowers. Pharaoh has minions, High Heel mentions having gadgets, Shadowmane just seems to be really athletic or whatever, and Long Face relies on chemical use (kind of like Scarecrow maybe? I’m not big on Batman).
And @Background Pony #FE2C is right, there’s evidence pointing to High Heel being alive after this scene. Spoilered in case you don’t want it to be spoiled, but a recurring joke is that High Heel wants to change the League of Villainy‘s name to Alliance of Villainy while Shadowmane wants to use Malevolence instead of Villainy. At the end, after the villains are loaded onto the prison car, there’s bickering from inside the car about “Alliace!” and “Malevolence!”.

Actually after looking at the comic a bit I found some evidence that points to High Heel still being alive.
Probably forever crippled though, way to go “Hero”
