I thought it was just drool and tears, Not that.
I don’t even know what a falcon is.
It is not. Despite what it looks like, those are tears, not some other bodily fluid that would bump the rating up.

I can see how it could be interpreted as not safe, but it is. It seems the artist’s style could cause some confusion, which I can see why some would question its rating. But it is indeed safe.
My report about it was closed with no change, so the mods apparently disagree.
I think it is alphas and layers. multiple layers that are transparent are placed onto the derpibooru back ground. when the theme changes, the background changes.
Or, ther are parts coloured white that only show up on the dark the and seem to disappear with the loght theme.

Yeah, I’m not 100% certain that’s semen, but I’m convinced enough to go ahead and change the tags. If one of the mods wants to overrule me, that’s fine.

So, you would have to just use an old version of Internet Explorer to see the illusion.

Back in the days of internet explorer (y’know, back when people still used it lol) you could do a similar one where it would be one image, but when you highlighted it it would become another image. It just doesn’t work anymore: IE used to highlight images by turning every alternating pixel solid blue, so by drawing your image on the other set of pixels (think like a checkerboard pattern), your image would be hidden until the highlight effect hid the other pixels.
