She’s named after a James Bond movie, and designed to represent something that probably exists in oodles after the invasion of Canterlot.
 
Look upon her not like a Police Officer dealing with a criminal element, she’s covert-ops soldier fighting a war her nation didn’t start.. but doesn’t intend to back down from. Heck the comic continuity further underlines (firmly even) that the approach is not only wise, but advisable.

Skyfall the pony isn’t as much a police officer as a special agent/spy. She got a license to kill/maim, and has some serious beef with changelings post invasion.

It seems like in this scenario the changeling was attacking,the why and how of it is not likely to be given. Even if they are sentient it still means nothing in this case and one could argue their merely drones taking orders from their queen if one feels like it. In the end the point is too subdue,the description certainly gives a sense that the appropriateness of the actions taken can be seen in different perspective and even gives a idea that the agent may have strayed into territory going beyond was needed for self satisfaction.But one could just as easily interpret the changeling was just about to kill her and using a tool somehow close to her she deprived the changeling of its most dangerous combat abilities and presumably restaked the situation in her favor. In a world with monster and demon that prey on little ponies with power and abilities of varied terror and imposition, it is perhaps wise to not use full force in such a world especially if your apparently alone in a Forrest.

They’re still sentient beings. There are certain levels and applications of force that just aren’t acceptable for dealing with someone who might be dangerous, or might have taken part in a past aggression.  
Clubbing them so hard as to break their horn off, is certainly one of them. Especially if that was your method of choice.

To be fair there’s a load of difference between a mundane human criminal who may or may not be armed and a race that feeds on love,can fly,replicate form,is an aggressive different species already having done an attempted coup on your governmental try and enslave your entire race…those two scenarios can’t really be compared.
