Yeah I think it’s more along the lines of three D6’s to, Ya know, make sure to have fair rolls with oldstyle D&D classes. There really wasn’t any 18-20 on one roll stats because that would be terribly overpowered.  
I could be wrong on the specifics, But that’s what my group did, was roll 3 D6’s so we’d get from 3-18 in attributes. It was usually only three rerolls in total for stats and that was only used in situations where people were under 8.
 
I don’t know how Gaffer got the 2 from. Maybe it’s a revised game type entirely and it’s 2 D10s? That would make sense.

…for those who don’t know, that is a DEADLY offense for a D&D player - given that attribute rolls use THREE dice. Of course, Oubliettes and Ogres could use different rules…
