Plush-lestia: “Sister? I don’t understand what you mean. Twilight isn’t here, just this adorable Twilight plush.”  
Luna: “Twilight! I can see your horn glowing. Besides, my sister has real eyes and a mouth that moves when she talks…”

Exactly. Celestia would give Twilight a plush of herself and place the “Want it, Need it” spell on it. Once Twilight had been driven crazy/mad with adoration/love, Celestia would then transfer the effects of it over to herself.
