The shape of the head, ears, and eye shape is definitively a mare’s, but the lack of eyelashes implies you’re going for a male pony.
 
If you’re trying to match the show, mares eyes tend to be #3, while stallion eyes tend to be #1, although their physique is much more different and those differences go beyond a lack of eyelashes.
 
I’d be able to give a more…confident answer if I knew which gender you were going after. Of course, there could easily be a very real possibility that you didn’t want to draw the eyelashes on just yet. If that’s the case, I’d still go with #3.
 
#2 would be the most helpful if the pony is going to be true-white like the eyes are, so that the eyes can stand out rather than blend in. Ponies like Rarity and Sweetie Belle are light grey for this purpose, while true-white minor ponies like Shining Armor and Prince Blueblood have eyes that are tinted light blue. Ponies like Fancypants and Bulk Biceps have their eyes completely outlined for this purpose, too. Unfortunate true-white background ponies like Mercury and Lightning Bolt don’t even get these changes. (*sob sob*)
 
But, you asked which one I like the most, and since the base head is of a mare’s, I’d go with #3. In addition to why that one, it’s because it definitely looks like you’re going for show-style so it’s open to a little less subjectivity.
