Diamond Dogs are quite dumb, and smelly probably, nobody else would want to “rule” them, and like I said, Trixie’s probably just a figurehead with no real power over them.
Maube or Celestia put her in that position whether the Citizens wanted it or not…if she was ever allowed to that position.
Also why do I think you’re convinced that Trixie of all ponies managed to get a ruling position?

In the EG animated short “Player Piano” she also used her feminine wiles to get the “Diamond Boys” to do her bidding. Though, she at least complimented them on their hard work.

Considering how easily Rarity tricked them, it was probably not to hard for Trixie to become their queen somehow.
Though, it’s likely the comic will actually have explainations for this.
Why would a country of diamond dogs be ruled by a pony?
As if Candace ruling the Crystal Empire didn’t bring any unfortunate implications…or pararells with real life history.

Maybe they were just bandits? Back then, mlp rarely forgot it was supposed to be a low tech world, and bandits roaming the country sides would fit right in with that.
Don’t see how it was a “bad idea,” most fans of the Sonic comic found it funny, and it doesn’t even hurt those who don’t know where that line originally came from, (the old AoStH cartoon) or the “Snoo-ping as” meme folklore behind it.
At least, the comic makers’ have a better sense of humor about it then say Mike Pollock did… (Eggman’s current voice actor.)
