But only Elsa could use magic and everyone thought she was an evil witch because of it. (Well, at first anyways.)
It just makes sense to make it an Earth pony kingdom, probably during the time when the three tribes were split, so the Earth ponies wouldn’t be used to magic users and such.

I kind of always preferred to think of her as an earth pony, like the rest of the kingdom, with Elsa being an anomaly. {Either a unicorn, or an alicorn if you like.}
