Actually, the novelization gave two very good reasons why Stenz was reluctant to just let three monsters tear apart San Francisco.
 
  1. Even IF Godzilla killed Hokmuto and Femuto, would Godzilla go back to the sea or would humanity be left with a far more terrifying threat to deal with?
     
  2. Let’s remember San Francisco is the fourth-largest city in California with a population just over 800,000. Think about the people we didn’t see evacuate when the monsters turned it into a giant boxing ring.
