It’s quite possible that she had no fan name originally. (Since her name was no decided by public voting.)

I honestly don’t know where most fan names come these days. I think it’s become a more private thing where a few people decide on a name somewhere. (As opposed to earlier where several small groups were deciding at the same time and then these would reach some sort of consensus eventually - or not (it’s possible for ponies to have more than one name).) The reason I think is that more attention is paid to the backgrounders by the animation crew. Originally the crew had a bunch of bg ponies (most of them recolors of each other) and they’d select from that list randomly when they needed to create a crowd scene. (That’s also why there were so many clones and cutie mark mix-ups.) So you could keep an eye out for characters like Carrot Top, Lyra, Twinkleshine, Berry Punch etc. since they’d keep appearing. Nowadays, people use these older bg ponies more mindfully and if they add a new one, it’s often an unique design and the crew already named it.
Example: In “Leap of Faith” we have a pony named Silver Shill, with an unique design. His name is shown in the episode credits.
On the other hand (hoof) we have the character Jinx, who had a very minor appearance and a standard design. Yet people picked her up and now she has a name - I have no idea who decided it. Even though she’ll definitely never appear again.
On the opposite end, take for example the character from “Trade Ya”: >>604868 the pony with the 3x Teddy bear cutie mark. She’s nameless and I assume she’ll remain so. We COULD make up a nice punny name (and in the old days people would make a sport out of it), but it’s kinda unneccessary, or maybe people are less interested/lazier.
Also, look at the screenshot there again. You’ll notice that most of the backgrounders are old recurring characters. The crew pays more attention to rotate the existing bg ponies these days.
Though now that I look at it…Like >>606687 …It seems cutie mark swaps and such still happen, lol. And people spot them so maybe I’m wrong. :3

well…there is none, NONE! octavia was the only fanname she had and that one stick, i can’t remember any other name…

shrug Anyone’s free to name a character, these days people usually don’t even bother naming them all.name they want (the same model but with different hair color etc.)
The MLP wiki usually just collects the names of toys, it rarely accepts fan-names for characters, they do not name characters. Fan nicknames used to originate from fan consensus on the big forums or imageboards, but like I said, it kinda died down by now, so we sometimes just assign some temp name to keep them searchable.
“Chirpy Hooves” is really the same kind of tag as the old Derpy clones with differently colored hairs whose tags all used to be some variation of “Ditzy Doo”. Since Chirpy is a backrounder who’ll likely never appear again, it doesn’t really matter much.
If you have a name idea for a character, and you have only one or two other people who say yes that’s usually enough for it to become a tag. Occassionally people may care enough to actually debate or vote - see the polls for naming the griffons in “Rainbow Falls” recently. Often though it’s very easy to have your very own minor bg pony tag accepted. So if you feel like it, you can get to it. :)
(The most famous pony named by a single person was probably Octavia, whose name was basically pushed by just one guy and succeeded becoming widespread. Vinyl Scratch was named by Equestria Daily and her first name came from 4chan. and Doctor Stable was suggested by me on Ponibooru. Allie Way was named by a Ponibooru comment thread brainstorming as well. Sometimes consensus from different boards would end up overruling the votes on another; for example, for Screwball “Topsy Turvy” originally seemed to be winning on Ponibooru, until strong results from other boards changed it.
Again, these days people bother a lot less, so a lot of backgrounders are nameless. I personally only try to keep tags going so that those images do not become unfindable later.

But don’t you think “Chirpy Hooves” is a bit too close to “Derpy Hooves” as if implying she has anything to do with her?
I mean, I like Chirpy, but I would normally wait till MLP Wiki name them.
