Yes Sunset could only get the job half done. The idea in my idea was that she tried to use one big spell to cover the entire town, but could only manage half. The Earth pony way means no magic. My intent was that Rarity was tired of winter and tried to use Sunset’s want to make things right to get her to use her magic to make it summer earlier than Winter Wrap Up. And yes they will have to answer to the Mayor and probably Applejack.
It’s winter in the half where Sunset hasn’t made it summer. I assumed that this meant that Sunset was only able to get the job done half way and I’m also assuming that Ponyville tends to all weather residue the way they do winter: by earth pony means alone. Another thing I’m assuming from this pic is that both Baconmane and Rarara are going to have to answer to Mayor Mare for this seasonal messup.
