Man that’s not even necessarily headcanon, that sounds pretty much like how it’d actually go down.
 
As for the picture, Cadance is clearly giving Flash and Shining permission to run riot this weekend.

My head canon is that Flash Sentry is assigned to Cadance’s and Shining Armor’s household guard. That explains why a non-crystal pony is doing in the Crystal Empire guard – Shining Armor apparently thought highly enough of him to bring him up from Canterlot.
