They could, but they wouldn’t be able to maintain cities to the same level. It’s kind of like human cities before and after irrigation and aquifers are discovered.

The show calls them unicorns, and the cards call them pegasus unicorns. I’m still used to alicorn meaning “Secured Horn.”
 
Personally, I like the term cerapter the most, though it is tragically obscure.

As long as the sun and moon keep turning, all of them could survive on their own, using natural plant growth and weather. The problem is that there doesn’t seem to be a natural day/night cycle anymore. It’s possible that Nightmare Moon was delaying the sun from rising, but not certain.

Pegasi don’t really need the others either. They can’t MAINTAIN great cities without the influx of food from one or the other, but they can probably do small nomadic farming communities just fine. Pegasi are equally important as unicorns, as controlling the weather is shown to be harder for unicorns but doable. The two races have talents that they specialise at that the other side is weaker in, but can still make do if they need to do that job. I imagine the only reason pegasi can’t take care of themselves is simply that they don’t have a long unbending line of generations of farmers in their agricultural cabinet. Likely, they only bring one together during a food crisis. It’s like bringing together all your best automotive engineers to work a 90 acre farm. They got the math and the technology, but if the plants got sick and started dying they wouldn’t have a clue. “We dug these rows of dirt, we drop a raincloud on them every day, why aren’t they growing like they should?”  
Basically farm life is simply too booooo-ring for them, and far too static.  
Also while unicorns and pegasi don’t need each other, they can sabotage each other. It’s probably that which actually led to the ancient pre-equestrian food shortage, like say pegasi would hold rainclouds for ransom, or truck in freezing air when the payment is late, while unicorns would be able to destabilize their cities while they slept, or wall up their stores with magic and prevent pegasi from getting food.

Unicorns are the only ones that are absolutely needed. The series has shown that plants will grow without earth ponies and that weather will come without pegasi, but someone has to raise the sun and the moon.
 
Mind you, the chart is still inaccurate, because all three races still have lower class members.
 
Pre-Equestrian society followed the chart, with the exception that it didn’t seem to have any pegasus unicorns.

They’re ponies.

Read the article. Bunch of whooey. The writer is falsely basing it entirely on the assumption the the mane six’s abilities are the standard for all ponies.

Someone should cross out “We work for all” and replace it with “Without us you would resort to cannibalism”.
 
That’s pretty much what earth ponies are, canonically.
