Major Spoiler Warning: its a meme to allude to the fact that SHIELD, a major peace keeping organization, was made up of Hydra agents since it’s founding. The meme is made to represent the surprise that an individual in a work who has been portrayed the good guy turns out to be the villain the whole time.

Like others have mentioned, Hydra are either Nazi remnants who gave up the Nazi ideology after WWII, or an off-shoot that only became part of the Nazis to secure funding and resources, then broke away. Depends on whether you’re looking at the comics or…just about everywhere else, really.
So, no, Hail Hydra is not Heil Hitler.
