I think Luna also has a more serious tone and attitude when teaching, in contrast to her sister. She was this way with Scootaloo too.
It could be she’s happy to see Sweetie Belle trying later on, and so she doesn’t sound so glum. :P
Well, she is probably working against severe time constraint when in dreams and so can’t be bothered with showing sympathy.
I guess, but it just seems like one of those things were she’d be like “So I’m an umpteen-thousand year old goddess pony, and here I am walking a seven-year-old through her nightmare. Again.”

What makes you think that luna isn’t ruling equestria together with her sister ?
Children are important too though.
Her Nightmare Night appearance seemed to imply she likes them too.
I’m not one of those “Boo hoo hoo poor abused Woona LUNAR REPUBLIC” guys, but she did kind of get screwed when the alicorns were handed out jobs.
