yes, for the same reasons that anthropomorphic fish and dragons can be called furries (easy to use catch-all term)
Foalcon came first. IT was used for avoiding being gender specific, and put both coltcon and fillycon under one tag. Foalcon incorporates babycon.
Babycon means real young. It was made up to be able to tag younger stuff.

Yes, but why is the separation foalcon and babycon? Foal already means baby. The difference between them is like between loli/shotacon and toddlercon, and a loli or shota is very different from a toddler.
I suppose because foal is not gender specific.
People get this wrong all the time: the “con” is pronounced “cone”. Like an ice-cream cone.
