This ia a Hinamatsuri (Girls’ Day) doll display, or at least, the top half of one. The top row is Shining Armor and Cadance as the Emperor and Empress, the second row are the three other princesses as the Imperial Court Ladies, and the third row is the rest of the Mane Six as the Five Musicians.

There should be a fourth row with the Young Minister and the Old Minister (possibly played by Diamond Tiara and Mayor Mare?), and below them a fifth row with the Three Drinking Samurai (possibly played by Spike as the Happy Drunk, Mr. Cake as the Maudlin Drunk, and Gilda as the Angry Drunk?)
