I don’t see your logic. Twins are just siblings born at the same time. There’s nothing special that means they can be different species while regular siblings can’t. With the exception of identical twins, there’s nothing out of the ordinary about twins except for the fact they share the same birthday.
unless of course, they’re the children of a pegasus and an earth pony, or two earth ponies carying recessive genes, in which case, yeah they can be siblings.
He only steals the ones that are too young for Flash.

They’re twins, not siblings with an age difference like the Main Six and their singlings, so they don’t count.
