It’s based off a game called Hanetsuki. It’s basically badminton, where they use the paddles to hit that little round thing with the feathers. Whoever loses a round has something drawn on their face. The marks on Scootaloo’s face just say “Uma” in katakana.

Explanation of the game & the writing

As for the writing, the near hagoita (paddle) says “uma” or horse, and Sweetie’s mark is the horse sign of the Chinese zodiac. The other markings appear to be various katakana (phonetic characters), but I’m not sure of their significance.
